Providing Smart and Resilient Protection to Critical Sites in Singapore
Singapore Changi Airport
A key transportation hub in Southeast Asia and one of the busiest passenger and cargo airports in the world, Singapore’s Changi Airport is consistently ranked as one of the world’s best airports. Aside from delivering quality passenger experience, maintaining the highest standards in safety and security are also key priorities for the Airport.
The Airport’s perimeter security measures then were a double-layered fence which was patrolled 24-hours a day by security teams. To further strengthen the security of its airfields, the Airport sought a reliable and high-performance Perimeter Intrusion Detection System (PIDS) which could be integrated with their existing CCTV system and Integrated Security Management System (ISMS).
A trial was conducted between three leading PIDS products, including ST Engineering's AgilFence PIDS.
The AgilFence PIDS was deemed the most suitable for the Airport’s needs. Combining the use of Fibre Bragg Grating (FBG) sensors that are embedded in optical fibre with intelligent signal-processing algorithms, its ability to accurately detect and pinpoint intrusion locations, extremely low false and nuisance alarm rate, quick and easy deployment, reliability and immunity to electromagnetism, radio frequency interference and lightning, gave it a winning edge over other PIDS. The high pinpointing accuracy of the PIDS also allowed CCTVs to be deployed at optimal locations around the perimeter fence.
In 2011, ST Engineering was commissioned to supply and install the AgilFence PIDS (fence-mount) and integrate it with the Airport’s CCTV surveillance and monitoring system and ISMS. With positive results from the initial contract, the AgilFence PIDS was subsequently installed for an additional 12,000m to enhance the perimeter security of the Airport’s new airfields.
Other Use Cases
Singapore Prison Headquarters and Changi Prison Complex
The Singapore Police Service sought an advanced fibre-optic based PIDS solution to enhance the perimeter security of their Prison Headquarters. A key requirement was that the PIDS had to be integrated with ST Engineering’s SecurNet Integrated Security Management System (ISMS).
Similarly, the Singapore Changi Prison was also looking to enhance perimeter security of their complex with a PIDS that had to be integrated to ST Engineering’s SecurNet ISMS.
In both cases, ST Engineering supplied and installed the AgilFence PIDS (fence-mount) and the AgilFence Integrated Alarm Management System (iPAMS). The systems were also successfully integrated with existing CCTV surveillance monitoring systems and ST Engineering’s SecurNet ISMS, to further strengthen the Prisons’ perimeter security.
Jurong Town Corporation Power Substations
The Jurong Town Corporation (JTC) was sourcing for a reliable PIDS to enhance the perimeter security of its two power substations. A key requirement was that the PIDS had to be integrated with Singapore Power’s ISOS monitoring system.
ST Engineering was commissioned to supply and install the AgilFence PIDS (fence-mount) for the substation. The system was also successfully integrated with Singapore Power’s ISOS monitoring system as required. The project’s success resulted in the installation of the AgilFence PIDS for an additional seven substations and cable tunnel shaft buildings.
Validated by various institutes such as the UK Centre for the Protection of National Infrastructure and Safe Skies, AgilFence has proven time again its effectiveness in accurate intrusion detection in different scenarios ranging from substations and airfields to high-security compounds.
